In Latin America, China Gets Down to Business as U.S. Dithers

China offered the trade and investment that Latin American leaders can’t resist. 

Meanwhile, the United States is perceived as having  largely neglected the vast region, opting to focus on the Middle East and then “pivot to Asia” instead of taking a whole-world, commercial-based approach to diplomacy.
